Steps

  1. The collapsed bar is one row at every role; the full role-gated navigation lives in this panel and closes as soon as you leave.

  2. Four stations. Cards sit where their plan head says they sit — nothing here is a second source of truth.

  3. It pulses because the heartbeat says `working` and names plan 128. It stops the moment the agent goes idle — the motion is state, not decoration.
