Steps

  1. state_payload already attaches skills_loaded to every pipeline item. The board is handed the chips; today only /admin/agents draws them.

  2. A chip opens the PLAN and then the rule. Opening the rule alone would leave the fix a navigation away — the plan panel is what carries Restart and the pin.
