   Counter-signature flips draft -> announced in the same transaction, so this — not draft — is the state an admin actually lands in.

3. 3 Administrator Put the event on sale with the ladder still shut 0:17

   A ladder no buyer can reach is not ready for sale. Refusing here is necessary and not sufficient — the event was already PUBLIC at `announced`, which is what §2 and §3 are for.

4. 4 Guest Arrive at the event from the public catalogue 0:23 ▣
5. 5 Administrator Staff open the tier by hand — the step the ladder was waiting for 0:26
6. 6 Guest The buyer comes back to a tier that is genuinely on sale 0:29 ▣
7. 7 Guest Pick a quantity 0:30
