Before this plan the account was created here, signed in, and verified afterwards as a soft gate. The owner asked for the hard gate: prove the mailbox, then create.
Identical 202 whatever the address — a bad address says nothing about who is registered.
On this demo 'admin' is a public account — the password is printed in the banner. An unredacted code there is a working signup credential for somebody else's address.
A refusal that says nothing about whether the address is registered.
One password, asked once, on the step that creates the account. Nothing is asked twice — email and name rode hidden fields.
